The recycling fee is a payment made once when an imported car is registered. For a person bringing a car from China for personal use, it is the recycling fee that most often decides whether the purchase turns out to be worthwhile. The difference between the reduced and the commercial rate is not a matter of percentages, but of dozens, and sometimes hundreds, of times. Let's look at how this works in 2026 and how to figure out in advance which category a specific car falls into.
The base rate and the reduction
The base recycling-fee rate for a passenger car (category M1) is 20,000 ₽. But an individual importing one car for personal use pays not that, but a reduced coefficient of the base:

The difference between 3,400 and 5,200 ₽ is determined by the car's manufacturing date: as soon as three years pass from the date of manufacture, the coefficient rises. That is why a fresh 2023–2024 car almost always falls into the lower row.
The four conditions of the reduction
The reduced rate applies only if all the conditions are met at the same time. Breaking just one triggers the commercial calculation:
- engine power — no more than 160 hp (for cars with a combustion engine);
- engine displacement — no more than 3,000 cc;
- no more than one reduced-fee car per person within a calendar year;
- an obligation not to sell the car for at least 12 months after import.
The 160 hp power threshold is the key change of recent years: it was introduced by RF Government Decree No. 1713 of 01.11.2025 and is in effect from 01.12.2025. The "one car per year" restriction was tightened from 01.01.2026. Before these changes the reduction depended mainly on engine displacement, and premium cars with 2.0T engines passed it freely. Now they do not.
What happens when the threshold is exceeded
If the power is above 160 hp, the displacement is more than 3,000 cc or the car is imported for sale, the commercial rate applies. Here the coefficients are measured not in tenths but many times higher — the exact value depends on displacement and age. In practice this means a recycling fee of between 700 thousand and 3.4 million rubles.
That is exactly why a powerful crossover that looks attractively priced in China may, after customs clearance, become more expensive by an amount comparable to its own price. Engine power is the first thing to check before doing the calculation.
In the PILICAR catalog, for each car we show whether it qualifies for the reduction, and if the power is not confirmed by documents we mark this separately, rather than granting the reduction "by default".
Electric cars and hybrids are calculated differently
For pure electric cars the power threshold is 80 hp, but by the "continuous" (30-minute) power of the electric motor, not the peak. If the 30-minute power is not confirmed in the documents, from 01.02.2026 it is estimated as 45% of the peak. A simple example: a peak of 200 hp → about 90 hp when converted → the reduction does not apply. To fit within 80 hp, the peak power must be roughly up to 177 hp — and most modern Chinese electric cars are more powerful.
With hybrids everything depends on the type, and this is critical:
- Series hybrid (where the combustion engine works only as a generator and the wheels are turned by the electric motor) — for the recycling fee only the power of the electric motor is counted.
- PHEV and parallel hybrid — the power of the combustion engine and the electric motor are added together. In total this is almost always more than 160 hp, i.e. the commercial rate.
An important point that is often confused: a plug-in hybrid (PHEV) is not an electric car. The 80 hp threshold does not apply to it; it is calculated by the "petrol" logic with the powers added together. In PILICAR's calculations we follow this rule.
Importing through EAEU countries no longer helps
There used to be a scheme: clear the car in Kazakhstan or Belarus at their rates and then move it to Russia. From 01.04.2026 this loophole is closed: when importing through EAEU countries the recycling fee is calculated by a single formula with adjustments that offset the difference in rates between countries. The result is equalized with direct import through Russian customs. That is why in the calculations it makes sense to reckon on direct import into Russia straight away — that is what the actual cost will be.
In addition, an annual indexation of the recycling fee of 10–20% is planned all the way to 2030, so over time the amounts will grow.
How to use this in practice
- Find out the exact engine power in horsepower and the displacement in cc.
- Determine the powertrain type: combustion, electric, series hybrid or PHEV.
- Check against the thresholds: ≤160 hp and ≤3,000 cc for combustion engines; ≤80 hp by 30-minute power for electric.
- If even one threshold is exceeded — budget for the commercial rate and clarify the exact amount with a customs broker.

The final amount depends on the exact specifications of the car, the date the declaration is filed and the CBR exchange rate on that date.
