Terms of Use

1. Parties

"PILICAR" (hereinafter — the service, the operator) is an information platform; the owner's details are set out in the Personal Data Processing Policy.

"User" — a natural person using the service.

Use of the service means acceptance of these Terms in full.

2. Nature of the service

PILICAR is an information platform, not a marketplace. The service:

• provides a catalog of cars imported or being imported from China, based on data from verified suppliers;
• calculates the approximate turnkey cost including customs duty and the recycling fee;
• at the user's request, passes their contact details to an intermediary for further communication.

The service does not conclude a car sale-and-purchase contract and does not accept payment for the car. The transaction is made directly between the user and the intermediary (seller). Since the service does not provide the ability to review an offer, conclude a contract and make payment for the car on the platform itself at the same time, it is not an owner of a goods-information aggregator within the meaning of Art. 16.1 of the RF Law "On Protection of Consumer Rights".

3. Catalog and access

The car catalog is open for viewing to all visitors without restrictions and free of charge. Registration is required for access to the personal account, saved selections and submitting requests.

Registration requires an email address and a password. The user must provide accurate data. Consent to the processing of personal data and acceptance of these Terms are mandatory conditions of registration and are requested through separate actions.

4. Request to an intermediary

The user may leave a request for a selected car. In doing so, their contact details (name, phone and/or email) are passed to the selected intermediary for further communication.

• The transfer of contact details is carried out only at the user's request and only with the user's separate consent (a separate checkbox on the request form indicating the specific recipient).
• Leaving a request is a transfer of a contact at the user's request, and not a reservation, purchase arrangement or other intermediation in a transaction. The service does not undertake any obligations to select, reserve or arrange a car.
• A subsequent withdrawal of consent does not cancel a transfer that has already taken place.

5. Paid plans

The catalog and basic functions are available free of charge. Paid plans are intended for professional market participants:

• Intermediary — 4,900 ₽/mo — advanced functions for intermediaries.
• Dealer — 9,900 ₽/mo — listing and integration of one's own catalog.

The terms of payment, auto-renewal, refund and subscription validity are defined in the Subscription Services Offer. As of this revision, the paid functions and payment acceptance have not been launched.

6. Subscription auto-renewal {#subscription}

A subscription may renew automatically only with the user's separate explicit consent (a separate, non-pre-checked checkbox at checkout). Auto-renewal can be canceled at any time in the personal account (/dashboard/subscription) in two actions; a notice of the upcoming charge is sent by email 24–72 hours in advance. The auto-renewal and cancellation procedure is described in detail in the Offer, taking into account Art. 16.1 of the RF Law "On Protection of Consumer Rights" (as amended from 1 March 2026).

7. Turnkey calculator disclaimer

The turnkey cost calculation is informational and approximate. The final amount depends on the current rates of customs duty, the recycling fee, the CBR exchange rate and the condition of the car. The CBR rate is used with a publication delay. The calculation is not a public offer within the meaning of Art. 437 of the Civil Code of the Russian Federation. For an exact calculation, contact a customs broker or an intermediary.

8. AI search disclaimer

The search is based on AI processing of the user's query. The results may be inaccurate. Information about models is obtained from open sources and is not an official assessment by the manufacturer. Only the text of the search query is passed to the AI search service (see the Personal Data Processing Policy, §7).

9. Limitation of liability

Data on the price and specifications of cars is provided by verified suppliers and is current as of the date the listing was last updated. The operator makes reasonable efforts to keep it current, but does not guarantee the completeness and accuracy of third-party data.

The operator is not liable for:

• the final cost of the car at the intermediary and the terms of the transaction;
• the timing, quality and outcome of the transaction between the user and the intermediary;
• the currency of third-party data (the CBR exchange rate, the recycling fee and customs duty rates, the actual condition of the car).

10. Changes to the Terms

The operator may update these Terms. Material changes are published no later than 14 days before they take effect. Continued use of the service after the changes take effect means acceptance of the updated revision.

11. Applicable law and disputes

The applicable law is the law of the Russian Federation. Disputes are resolved in the manner established by the legislation of the Russian Federation.
