7 cars from China that qualify for the reduced recycling fee

We have already covered how the recycling fee works in 2026: to get the reduced 3,400 or 5,200 ₽ instead of the commercial hundreds of thousands, a car with a combustion engine must have power no higher than 160 hp and an engine displacement no larger than 3,000 cc. This immediately rules out powerful premium crossovers, but leaves a large and interesting choice.

We went through the live PILICAR catalog and picked seven cars that are currently in stock, pass the power threshold and at the same time remain among the most affordable. The supplier prices are stated excluding delivery and customs clearance; availability and cost change — check the current figures in the catalog.

An important caveat: the selection is about cars with combustion engines. Electric cars and hybrids are calculated by different rules (a threshold of 80 hp by 30-minute power for electric, adding up the powers for PHEV), so they hardly ever make it onto this "reduced-fee" list — that is a topic for a separate review. Here we have petrol cars, for which the logic is simple: fit within 160 hp and 3,000 cc — get the reduction.

The selection

1. Geely Vision X3 — 102 hp, 1.5 L

One of the most affordable cars in the selection and a good example of "city" logic: a small naturally aspirated engine, a compact body, minimal power. It passes on both power and displacement with room to spare — the reduction is guaranteed.

2. MINI Cooper 1.5T — 136 hp, 1.5 L

Noticeably more expensive than the first row, but still in the reduced-fee zone. A turbocharged 1.5-liter engine of 136 hp — a characteristic entry-level "hot hatch" that fits within the threshold without any problems.

3. Haval M6 — 143 hp, 1.5 L

A practical crossover with a 1.5 L turbo engine of 143 hp. The margin to the 160 hp threshold is small but comfortable — a popular choice for those who need a family SUV without the risk of slipping into the commercial rate.

4. Toyota Yaris — 111 hp, 1.5 L

A naturally aspirated 1.5-liter engine of 111 hp. A simple, economical and predictable car that passes the reduction with a large margin on both parameters.

5. BMW 320Li — 156 hp, 2.0 L

The most telling case in the selection: a business-class sedan with a two-liter turbo engine of exactly 156 hp — just 4 "horses" below the threshold. This is the very borderline example that shows well how important it is to know the exact power: a slightly more powerful version of the same body would already have driven off into the commercial rate. The 2.0 L displacement, meanwhile, stays within 3,000 cc.

6. Geely Coolray — 141 hp, 1.4 L (turbo)

A compact crossover with a 1.4 L turbo engine of 141 hp. Dynamic, but still reduced-fee — a good balance between "moves briskly" and "not overpaying on the recycling fee".

7. Toyota Corolla — 116 hp, 1.2 L (turbo)

Closing the selection is one of the most recognizable sedans in the world. A small 1.2 L turbo engine of 116 hp — economical, reliable and clearly in the reduced-fee zone.

What this means for the budget

For all seven cars the recycling fee is calculated at the reduced rate: 3,400 ₽ for cars under three years old and 5,200 ₽ for older ones. This fundamentally changes the final cost: the difference from the commercial rate is hundreds of thousands of rubles that stay with the buyer.

The overall logic of the selection is simple: the closer the power is to the 160 hp threshold, the more important it is to make sure the data for the specific unit is correct. We verify power from the data plate and factory data, and in the catalog we separately mark it if it is not confirmed — so that the reduction does not turn out to be a "surprise in reverse" at customs.
